Job Description
The Iowa Public Information Board is seeking a dynamic individual to lead this evolving agency. Iowa Code chapter 23, enacted in 2012, established the Iowa Public Information Board which was created to provide a free, efficient way for Iowans to receive information and resolve complaints related to chapters 21 and 22, Iowa’s open meetings and public records laws. The mission of the agency is to further state and local government transparency and foster informed citizen participation through education, training, dispute resolution, and enforcement activities concerning Iowa Code Chapters 21 and 22.
The Board is seeking an attorney who is a seasoned professional with experience in administrative law, mediation, and litigation. The ideal candidate will have exceptional communication and writing skills. The position will direct a small agency and staff which will require leadership qualities and a background in public administration. The Board seeks an individual who is skilled at strategic planning and visioning. The Executive Director reports to the IPIB Board which is appointed by the Governor and confirmed by the Senate.
As the Executive Director, your duties will include, but are not limited to:
Manage agency. Organize staff and assign duties and responsibilities to align with goals and objectives.
Provide input and draft new or revised legislation as directed by Board.
Report to the Board the agency’s activities and accomplishments.
Provide legal counsel to the Board on all matters within its jurisdiction.
Prepare orders, opinions, and other legal documents for the Board.
Draft administrative rules pursuant to Iowa Code chapter 17A.
Prepare reports and legal memoranda outlining factual and legal issues with recommendations for disposition of complaints.
Examine confidential records of a government body that is the subject of a complaint.
Issue or obtain subpoenas enforceable in court for the purpose of investigating complaints.
Prosecute respondents in proceedings before the Board.
Oversee issuance of declaratory orders with the force of law.
Oversee the development and implementation of training opportunities.
Represents the Board as an advocate for transparency in government.
Manage and coordinates data, personnel, and fiscal matter with other state agencies.
Minimum Qualification Requirements Graduation from an accredited school of law, license to practice law in Iowa, and experience in the practice of law.
