Position Definition Performs beginning level legal work for the Department; performs related work as required.
Provides legal advice and opinions to senior attorneys, the Director, and other divisions within the Department.
Prepares letters, memoranda, and legal documents to convey Department policy and interpretation of laws, rules, and policies to Department employees, other Executive branch agencies, state legislators, and federal authorities, to clarify or explain existing, revised or new policies, laws, and rules.
Performs legal research and drafts legislation, rules, declaratory orders, and other legal documents.
Analyzes various sources including current state and federal law, court decisions, and policy requests. Identifies potential conflicts with existing federal or state laws and policy by researching existing policy and law.
Assists in the development of policy guidance for taxpayers.
Assists senior attorneys and other staff in the informal appeals process and contested case proceedings.
Responds to requests for information or data by performing research and gathering data from various sources. Assists with other tax-policy related studies, projects, and research requests as assigned.
May be responsible for the following: Monitoring legislation pertaining to the tax laws administered by the department. Reviewing actual legislation and providing comments on its impacts. Reporting to supervisor the impact of various bills on the Department, its processes, and tax policy in general. Monitoring the progress of all tax legislation including Department-initiated bills. Providing information to legislators, legislative staff, subcommittees, full committees, lobbyists, and other interested parties. Making presentations to legislative committees or subcommittees. Communicating tax program initiatives and participating in tax program activities involving the Executive and Legislative branches of state government, local governments, constituent organizations, and business community.

354 Law Degree Possession of a law degree from an accredited institution.

Graduation from an accredited school of law.
Additional Qualification Requirements
Must pass a criminal background check, FBI fingerprinting, and be in compliance with Iowa tax filing requirements.
Ability to be admitted to the Iowa State Bar. Pending graduates will be considered but must have a law degree by the time of employment.
